Article 51 (2) of Additional Protocol (I) to the Geneva Conventions prohibits acts or threats of violence the main purpose of which is to spread terror among the civilian population. The indiscriminate shelling and bombing of apartment buildings are intended solely to provoke terror among the civilian population, which is a flagrant violation of international humanitarian law.
